I don't think network-based remote control of MythTV has anything to
do with lirc? There is a Telnet interface for network remote control
(clients also listed):

It's pretty straight forward. I once used it to knock together a quick
Sinatra-based webapp to control my frontend from the browser on my
phone.

Sounds like poor programming of the phone app. Have you tried
contacting the app developer to give them that feedback?

I've got MyMote on my iPhone, it uses iOS4 multitasking so it remains
connected when the phone sleeps. Even when it does get disconnected,
it hooks back up within 1-2 seconds and goes back to the contextual
item it is supposed to be on.
