Interesting. I had an old Zinwell STB that refused to put out the 
required voltage for vertical thus making it impossible to tune SBS. The 
voltage dropped slightly when trying to tune vertical but it was still 
above the 15V cutover point for my LNB.

I ended up whipping the cover off and found a number of bulging 
capacitors in the power supply section. Swapping these out fixed the 
problem. I'm not sure if this applies in your situation but this is my 
experience, anyway.
