I would expect it to use VGA by default - you would need to have the
DVI plugged in at boot time for the BIOS to have any chance of using
it.  And if both VGA and DVI are plugged in, I would expect to get the
BIOS on VGA, unless there is a BIOS option to force it otherwise.
