Don't necessarily need true line of sight.
While there is no constant/reliable atmospheric propagation 'assistance'
with UHF, the higher the tx site antenna (& the receiver) the better.

But DTT dvb-t works well with multi-path (the ganged phase array suits
multi-path). This includes multiple/fill-in tx sites if on same
frequency & time synchronised (don't know if this is the case in NZ
freeview).
So could combine 2 or 3 phase array antennas pointing at big
buildings/hills/fill-in tx..
