Almost like the information is intentionally obfuscated.
Maybe they don't know what to do..Freeview was conceived in a different
time & was not necessarily intended to be free forever.

it lists all VHF/UHF TV transmitters in NZ & the digital plan (from that
date)

The digital TV system reduces/eases many of the problems inherent in
transmitter/translator sites/schemes.. 
DVB-T allows higher powered & closer (in freq) adjacent channels.
UHF suits geographic isolation schemes & smaller antenna.

It would be possible to digitally modulate data & transmit thru an old
analogue transmitter but I don't know if that's practical or would fit
with the dvb-t standard.

I think the problem with increasing coverage for dvb-t is 'where's the
money stream' & who's paying for it..
