Because content being broadcast almost everywhere in the world (but
US/Japan) is 50Hz and you will get judder if watching 50Hz content on
a 60Hz display.

Typical judder is text scrolling horizontally, you will see it pausing
every few seconds.

BTW, that's not tearing. Tearing is always related to improper
vertical synchronisation, and the refresh of the screen not occuring
from the first line
