I do not understand why CPU is 54.4% and VLC 110%CPU  - which is it?!

This is on an Intel 3000, 2G RAM, NVIDIA AGP 7600GS, up to date Mythbuntu 8.10, 1080p video monitor via VGA
I am not sure the min hardware spec is correct for the HD version?
At a guess I'd say I need a VDPAU rig to get quality TV1 and TV3 Video?
Silicon Dust may have something coming next week???
