[mythtvnz] DVB EIT data and DST cut over

Seeing some very odd problems with the freeview EIT data compared with
Sky's post the DST change over on Sunday

First up most channels 1-4 are off by an hour on freeview.

Secondly TVNZ 6 is off by 2 hours.

Hads - How much do you know about the EIT spec. How is it supposed to
handle timezones and DST changes.

A simple example is for the Sky data for Monday has Brothers and Sisters at
  <programme start="20071001193000 +1200" stop="20071001203000 +1200"
channel="1032.dvb.guide">

Freeview has it at
  <programme start="20071001203000 +1200" stop="20071001213000 +1200"
channel="1036.dvb.guide">

Now given the fact the local system will be at +1300 for DST the Sky data
is correct, or am I missing something.
