[mythtvnz] epgsnoop bugfix update

Hi all,

As you may have noticed the epgsnoop script has a bug related to daylight 
savings. I've posted an updated script on the site here;

The only changes are;

- The daylight savings bugfix
- Removed the softcrc option to the dvbsnoop call
- Added a check for the dvbsnoop binary

Since the hairy feed uses this script and will be suffering the affects of 
this bug I've also posted a compatible epg data file here;

for those of you who don't have access to a DVB card to use. This file will be 
updated until the hairy feed is fixed.
