I wrote a quick hack of an explanation here:

The short version is:

New Zealand TVs don't use a hard mapping between channel numbers you
press and channel numbers as used to identify frequencies. The numbers
you press are nothing more than presets, like would be the case on some
radios.=20

You've got multiple copies of channels for two reasons:
(a) Autoscan sucks, and picks up distinct channels when it's just
slightly offset from a strong signal
(b) There are multiple distinct broadcast towers that offer the same
channel but from different frequencies

You're much better off to manually tune. For my Sony Trinitron, there's
a flap with a 'manual' button. Enter the channel slot you want to tune,
hit manual, then plus or minus and it'll seek, stopping at each strong
signal. Find the channel you want for that slot, hit manual again.
Repeat.
