The only thing that looks like it might be a problem is the
SecondMonitorVertRefresh. Do you know if your TV can handle 100Hz
refreshes? X will use the highest refresh it thinks your output device
can handle so it's probably trying to send 100Hz signals to the TV.
Try changing that setting to "50-60" or just "50" or "60".
