[Ircadmin] new homes for #kites

Love the idea of a new home for #kites, connecting to DALNet is now 
becoming a non-event most days :-(

Happy for it to be a standalone box.

However we might want to look at irc.rhizomatic.net which looks to be 
a much smaller affair and which, as yet, I have had no problems with 
(it runs the #perl  channel amongst others). Maybe move there and set 
up our own channel (bots are allowed so we can use one to keep the 
channel open).

Thoughts?
