your answers contradict themselves

no-ip.com provides a dynamic dns service doesn't it? so aren't you
looking for a client that communicates the IP address of your computer
to the no-ip server so that other people can communicate with you via
don.no-ip.com instead of an ip address? 

If its not then what ARE you after?
