So far, we've stuck with a single OWASP Chapter for New Zealand, with local area leaders, rather than creating separate local chapters. Even though that's not the "normal" OWASP model, it seems to work well here, given the size of the overall AppSec community.

For one-offs - say, a single evening Meetup or a half-day "mini conference" - we could work with the existing organisation to create, promote, and support them as OWASP events.

To create an ongoing "presence" in Dunedin, the main requirement would be a commitment by someone (you, I suspect?) to do the following:

Sign on as an OWASP NZ chapter leader (which gets that person an @owasp.org email address), and pitch in on the (few) admin tasks;

Manage and promote a local Meetup at least three times a year (OWASP's standard for "local meetings")

Each Meetup can have its own schedule and format.
