He talked at the NZITF conference at the end of last year, probably the same content (although a little more in-detail at NZITF because of the membership/sharing restrictions; and also because of those I don't think I can share my notes directly)

High-level, there are things that govt are doing *for* govt that might make it out to 'critical business' but the rest of us won't see it. Talk about the Malware-Free Network concept they're building (https://www.gcsb.govt.nz/our-work/information-assurance/malware-free-networks-pilot/). Which TBH seems to be difficult to achieve in a meaningful way :-)
