Onerng and Windows

I know I can get random numbers saved to a file. Is there anyone out there that is willing to write a driver to feed it directly into the Crypto CSP on Windows? I'd do it myself but I don't have the several thousand dollars to get a Code capable certificate and to meet Micro$oft's  in house certification criteria. (Yes I know I can turn off the driver checking but then you can't use it for Bitlocker or for much of anything else).
