OneRNG not working after reinstalling onerng_3.6-1_all.deb

Start by checking dmesg output and your logs (user, syslog, etc.).  If it is failing firmware validation for some reason (which can cause the behavior you describe) you should see it in your logs somewhere (user, syslog on debian - not sure about mint though).

Whatever the case may be, it seems that your OneRNG is not being brought up properly after insertion.  Need a little more info to help you though.
