In terms of real-time display, an Android App will be useful, but
willing to consider a small stand alone PC and display with external
3-axis joystick to control PTZ.
Two minutes of digging turn up Zoneminder (<a class="moz-txt-link-freetext" href="https://zoneminder.com/">https://zoneminder.com/</a>) and
ONVIF Device Manager (<a class="moz-txt-link-freetext" href="https://sourceforge.net/projects/onvifdm/">https://sourceforge.net/projects/onvifdm/</a>)

experience with an alternate solution ?
