In terms of real-time display, an Android App will be useful, but
willing to consider a small stand alone PC and display with external
3-axis joystick to control PTZ.

Two minutes of digging turn up Zoneminder (<a href="https://zoneminder.com/" target="_blank">https://zoneminder.com/</a>) and
ONVIF Device Manager (<a href="https://sourceforge.net/projects/onvifdm/" target="_blank">https://sourceforge.net/projects/onvifdm/</a>)
