Hi,

To answer my own question, I have downloaded Altera Quartus II
Software v11.0 SP1 Web edition and have it up and running on my
Windows 7 x64 laptop. I've also built a simple 8 bit adder without
any complaints.

Quartus is a 32 bit binary, but runs fine on Win7 x64. if anybody
is in the Riccarton area and has a portable media device with up to
6.5GB (I could save you a big download, although you should still
set up an account with Altera to keep things 100% above board...
The "web edition" looks as though it supports 32 bit OSs only.
Is that just an indication that it is a 32 bit binary, or is a
'hard' limitation?

Or perhaps more directly, is anybody using Altera Quartus II
Software v11.0 Web Edition on either Windows 7 x64 or on
something like Centos x64?.
