Typo, based on my thinking of my TVR Cerbera while typing.
Am I right in assuming a LM2596 buck converter (of which I have a ton) will offer better protection than a TVS?

TVS, transient voltage suppression
Basically a beefed up zener with defined break-down voltage and high thermal stress capacity.
It's a good strategy. Essentially it acts as a shunt for surges. You may want a series resistor to districute the surge energy between the TVS and resistor.
