a tented via is just when the solder mask covers the hole, a plugged via is
filled with resin first (jlc sometimes adds this free). if you have a large
hole size, it might entrap air which expands during reflow. i tent 0.3mm
vias and haven't had any issues with hand soldering with a hot air station.
blind and burried vias aren't usually available from low cost pcb fabs,
they only go through some of the layers.
