You may know this already, but that is a "thick film" device. I used to 
produce them at DSIR Lower Hutt way back in the early 80's.
A ceramic plate that has had silver and resistive tracks screen printed 
onto it (and then fired in an oven) and other devices mounted afterwards.
The substrate is brittle so I'd be using chemical methods rather than 
mechanical to remove the coating.
