If you are dealign with Li-Po’s up to 16S then this could be an option :

It will not support PB, for that the hobby chargers may be a better option. 

Be great to learn more about your project. Also, with regards bench top PSU ISDT do make some power supplies but they are set to a specific voltage (they are not a typical adjustable power supply). They are designed to be used with their various chargers.
