[chbot] Recommendations for fibre in CHCH

As Traverse says, the cabinets in the streets are passive. They do not need
power. Those cabinets were a weak point with copper because they needed
power and had to have 24 hour batteries (which would die in any proper
outage).

The last point that needs power is normally a building.
