[chbot] Opening the doors to another real meeting

The committee discussed this earlier tonight and our understanding from
today's announcement is that meetings are restricted to 10 people and
social distancing still applies. A normal Robotics meeting is not allowed.
A smaller group that wants to set up an online meeting and broadcast
demonstrations would presumably still be allowed, providing the other
requirements are honoured.
