I'm thinking that if I was a doctor or decision maker, I'd want a bunch
of backyard jokers to give me some assurances as to what their pile of
recycled junk will actually do - mainly, save a life and not cost one.
Here's the list from the challenge, which is still a good start:

And as someone said before, designing some "thing" is the fun part.
Producing quantities, writing manuals, getting certification, testing to
whatever standard and requirement is not.
How long until medical device manufacturers churn out units after they
have already ramped up production by now (well, I bet)? Judging by how
this government is spending, cash for ventilators won't be an issue.
