[chbot] Drone flying rules

Give a small minded bureaucrat a clipboard to wave around and this is what
you get.
Are there any verified cases of drones causing air crashes anywhere in the
world? I see a few private pilots claiming drones hit them, but that most
likely nonsense.
Note: I am not suggesting that people should fly their drones around
airports, just that the threats have been vastly inflated.
