I have purchased plenty of 2 watt etc laser modules. No problem with 
customs from my experience. Just make sure they are not handheld battery 
operated as that's what they are really looking for. You know, the kind 
you can point at planes etc.

I noticed the Chinese can be quite tricky, The last $200 usd model I got 
said this on the customs tag

Product "LED module"
Value "$20 USD"

You can ask them to declare it as an LED module because it is an LED laser.
