You have chosen a very demanding piece of video generate, then compress; 
a lot of the video issues appear to be MPEG coding artefacts.

Are you capturing raw or compressed images (MJPEG or JPG) ?

Quite amazing that 5pcs OV2640 sell for US$10 on Aliexpress.
