[chbot] C99 quirk

Having used C continuously since 1984, I thought I had a close to
exhaustive understanding of C.

Today I discovered something new, which looks potentially handy, but also
looks pretty dangerous too:

I discovered this inadvertently when I got the following compilation error:

connection.c:59:18: error: parameter ‘good’ has just a forward declaration
         uint32_t good;
