[chbot] Rocket labs take 5

This is their 5th (something like that anyway) to launch. Yesterday they 
had to abort at 54 seconds because some numb-nut boatie sailed into the 
launch zone.

They had electric engine issues late last year so postponed until yesterday.

I think its great that NZ is finally, officially, in the space race with 
the first successful payload deployment.
