What type of pc? Windows?

Often this is just drivers.

What does device manager have to say?
Ie when you plug it in, then it appears in device manager, does it give
any errors?

most commonly you need either FTDI virtual com port drivers
http://www.ftdichip.com/Drivers/VCP.htm
or if its a really cheap board it comes with CH340 and needs these
drivers https://sparks.gogo.co.nz/ch340.html
