How about using a low cost DMX controller 
https://www.ebay.com/itm/292384353711 (or the like) mounted as close as 
possible to the 3 LED lamps it controls.

You will have to run extra data cable (twisted pair + ground) daisy 
chained through all units.

The PI should have a DMX interface available 
(https://www.ebay.com/itm/132283783360 ?) -- that looks pretty cheap 
(and nasty).

Maybe buy one of these controllers and experiment first...
