Use version= syntax, so
sudo apt-get install <package>=version
Where you have found the version from
apt-cach show <package>
You did see multiple versions if your sources list lines are correct

when I specify "apt -t jessie-backports install <package>" it installs the
stable and not the backports version.

If I up the pin preference of backports to 1000 (stable is 995) then it
works but "-t" doesn't.

Any ideas?
