[chbot] Resurrecting used 18650

A friend of mine gave me a stack of old laptop battery packs, with
several 18650 each. Some packs had cells showing heat damage - I'll
bring those to show at next meeting. There are about 30 cells from packs
with no visual damage, and I'm thinking to try and find out what
capacity they might have left in them. Several of you have done this
before.

Currently cell voltages are between 20mV and 2.6V. What would be the
best charging strategy/algorithm for trying to revive these cells?
Is there any increased risk of cells overheating/catching fire, or
leaking? I have this expensive MC3000 charger where I can program pretty
much any parameter, but I'm less keen on having it smoking...
