When I was up to date on LiIon a few years ago the facts were:
Overcharging leads to explosions.
3V0 was the recommended end discharge voltage.
Cells below 2V5 have probably lost capacity permanently.
A low current (C/10) should be used to raise over discharged cells back to
the 3V0 threshold.

Things may have changed since then with new chemical mixes.
Always use a suitable pack protection circuit.
