[chbot] Power monitoring

Many APC switched PDU's will give you this functionality. They can
sometimes be foudn for a steal of Trademe or ebay AU.
Maxim had a reference design for one of their chips that did power and
powerfactor etc. looked really good, but a bit expensive to fab as a one
off...
