[chbot] 18650 capacity measurements

You could always use a hobby-level LiPo charger. You'd have to rig up an
adapter to fit the 18650, but my charger (A Hobbyking "eco 6") tells you
the number of milliamps it's put into the cell. A common charger available
all through china is the "IMAX B6" clone family.
