[chbot] 18650 capacity measurements

For keeping an eye on the performance of 18650 lithium cells it's kind
of required to be able to tell their capacity, for charging, and in a
discharge test. I have a lacrosse that does that (mostly) for AAs, but
there doesn't seem to be an intelligent charger for 18650 on the market
(those nitecore D2, D4 define intelligence as displaying actual
voltage/current while charging - looks sexy but isn't actually that
useful).

What do people do for this? Rigging something myself is possible but
actually rather difficult to do well.
