Those chips are USB/RS232 converters equivalent to the FTDI ones. The
Uno board with CH304 are programmed in the same way as those with FTDI
chips - with the official Arduino IDE. On Linux no extra drivers are
required for the CH304, on 'doze I can't help.

If it's a cheap Chinese Uno board it's theoretically possible the board
is faulty. Test that by loading a blinky program at a friend's place.

Or were you after someone who writes the Arduino program for you, RFID
interface and logging etc?
