Bah! There's no such thing.

If you want any security for comms content then use VoIP via a secure
tunnel.

SS7 is what was put in place 40 years ago for telephone network
interconnections to work. Not at all surprised it has holes in it. That's
one big problem with telecom - there's such a huge install base that it is
almost impossible to change some of the basic stuff - like pulse dialling.
