[chbot] A new website...

Great idea Richard!  I feel much more comfortable having the site served by
a professionally managed server than from a rPi sitting in someone's
closet.  We're not talking about managing our deepest secrets it's a
website where we're publicly sharing how to get to our meetings and what
we're about.
