Yup, its 5V Li Ion charger, battery protection, and boost reg back up to 5V
first IC (TP4057, SOT23-6) is a Li Ion charger
second IC (DW01) Li Ion single cell protection
third IC (BL8530, SOT-89) is boot regulator to 5v
