I believe Seeed use the CN3063 or 3083 IC normally, check out the Lipo 
Rider schematic for the details. Hard to build for the price they make 
them for though.

They also have a pretty well priced 3000mAh single cell (actually a 
matched set). They are a bit more than the Hobby King ones at NZ$25 but 
have protection built in.
