[chbot] Is "Stacker" game of skill, of chance, or is it rigged?

Anyone following the headers on this topic may wonder where Michaels email
had been sitting for a couple of days!
It fell foul of Mailmans 40k posting limit and so got parked for an admin
type to approve. So the message waited until I was within internet range
and I located my round to_it.
