Yes, really...

The Arms Act 1983 defines a firearm as anything from which any shot, bullet, 
missile or other projectile can be discharged by force of explosive.

Most spudguns combust a fuel to make a propulsive explosion. ie are firearm.

There are some spudguns that use compressed air. Those were recently 
classified as PCP guns for which you generally need a FAL, with some 
exclusions for small CO2 pistols, paintball guns and similar.

Even normal spring airguns are subject to fire arms laws, but you do not need 
a FAL if you are over 18. For 16-18 you need an FAL. You still need to keep 
them locked up and they are subject to the same brandishing laws as any other 
fire arms.
