At a legal minimum you need a fire arms license, keep the spud gun under lock 
and key and keep the ammo locked away too (:-)) and obey other FA laws such 
as not making a device under 762mm in length (classified as a pistol which 
ups the penalties etc).

Or you can just obey the 11th commandment: "Thou shall not get caught."

There is of course discretion in the application of the law. So long as you 
are not stupid you probably won't get into trouble.
